Short Statement: Changes in burden are reflective of the most recent statistics regarding number of responses and time required for response. The number of respondents decreased from 142 as of year-end 2006 to 111 as of year-end 2010. The hourly burden did not change. The cost of labor was incorrectly included in the cost burden in the prior submission, and has now been corrected.
