Abstract:
An international system exists to use satellites to detect and locate ships, aircrft, orindividuals in distress if they are equipped with an emergency radio beacon. Persons purchasing such a beacon must register it with NOAA. The data provided in the registration can assist in identifying who is in trouble and also suppressing the consequences of false alarms. This change request is for modification of the forms to make information being submitted clearer and more easily confirmed by those entering it.

Short Statement:
Apparent decreases are due to removal of some ICs previously broken out by affected public group, and addition of those burdens to the one overall IC for each form. The burden has actually not changed at all. It would be great if we had "adjusted agency estimate" as an option for removal of an IC, as removal doesn't always mean literally "removal".

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
