Abstract: The collection of information is used by FRA to ensure that locomotive manufacturers and railroads meet minimum performance standards for newly manufactured and re-manufactured locomotives in order to help protect locomotive cab occcupants in the event of a collision with another locomotive, the rear of another train, a piece of on-track equipment, a shifted load on a freight care on an adjacent track, or a highway vehicle at a rail-highway grade crossing.

Short Statement: The total burden for this information collection has decreased by 128 hours from the last submission. The decrease in hours is due to two adjustments, reflecting revised agency estimates for the following requirements: 1.) Under § 229.211A, FRA decreased its estimate of the number of comments made concerning a petition submitted under §§ 229.207(b), 229.207(c), or 229.209(b) (from 10 to five (5)). This change in estimate decreased the burden by 80 hours (from 160 hours to 80 hours). 2.) Under § 229.211B, FRA decreased its estimate of the number of hearings held to gain additional information in response to petitions received (from four (2) to two (2)). This change in estimate decreased the burden by 48 hours (from 96 hours to 48 hours). Adjustments then reduced the burden by 128 hours. The current inventory shows a total burden of 6,672 hours, while the present submission exhibits a total of 6,544 hours. Hence, there is a total burden decrease of 128 hours. There is no change in cost to respondents from the previously approved submission. **** Also, please note that the number of responses was incorrectly added in the previous submission. The correct number of responses then was actually 1,059 (not the 794 listed in the current OMB inventory). The new number of responses is 1.052 (a decrease of 7 responses and not the increase of 258 responses shown in ROCIS. Thanks!)
