Abstract:
Section 1311 of the Affordable Care Act provides for grants to States for the planning and establishment of American Health Benefit Exchanges (hereinafter referred to as 'Exchanges'). The Secretary is planning to disburse funds in at least two phases; first, for planning, and second, for implementation. $56 million is available for States (including the 50 States, the District of Columbia, and the Territories) during the planning phase, which will begin in early Federal fiscal year 2011 and extend for 12 months. States are eligible for up to $1 million each from this grant announcement.
