Abstract:
United States vessels that fish on the high seas are required to possess a permit issued under the High Seas Fishing Compliance Act. Applicants must submit information to identify their vessels and intended fishing activities. The application information is used to process applications and maintain a register of U.S. vessels authorized to fish on the high seas. NMFS proposes to modify OMB Control No. 0648-0304 in the following ways: Revise the application fee in the application form and instructions; Add additional options for vessel types in the permit application form and Merge multiple, related information collections (adding 0648-0348 and -0349) under a single OMB Control Number. NMFS proposes to modify the permit application in the following ways: Add "Northwest Atlantic Trawl Fishery" to the list of authorized high seas fishing activities on the application as well as add "trawl vessel" to the list of authorized vessel types, Eliminate the requirement to submit a copy of a corporation's Articles of Incorporation.

Adjustment: Adding the response and burden estimates for OMB Control No. 0648-0349: 15,000 responses, 850 hours, and $3,012. The latest response and burden estimates for OMB Control No. 0648-0304, based on adjusting the numbers of permit applications and raising postage (adjustments) and raising the application fee (program change)is 120 responses, 60 hours, and $15,533. Thus, the burden estimate for OMB Control No. 0648-0304 will become 15,170 responses, 948 hours, and $19,795.
