Previous terms of clearance remain in effect, which are that: OMB approves this information collection request with the understanding that (1) NCES will bring results of the field test to OMB for discussion before deciding whether to pursue the computer assessments in the full scale study, given concerns about recruiting and costs; and (2) NCES and its contractor agree to make no statements about causality associated with student incentive levels since there is no experiment. Rather, given the one-time nature of the burden associated with the transition to computerized assessments and some of the challenges associated with meeting PISA's unique international requirements, PISA student incentive levels are unusually high and are not a standard for justifying other student data collections. In addition, NCES will submit its next package as a revision, including a 30 day public comment period, covering field test results and recruiting for full scale. NCES should include the questionaires used for the field test as placeholders while the field test results are analyzed. NCES will seek opportunities with OMB and others for input on questionnaire content prior to the international decision making process.
