There is an adjustment of -786 responses to this collection. Because of economic conditions, fewer companies requested permits thereby reducing the number of respondents from 16,584 to 16,579. This decrease resulted in reduced total burden hours of -981 hours from 8,533 hours to 7,552.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
