Short Statement: The Higher Education Opportunity Act of 2008 (P.L. 110-315) increased the number of Historically Black Graduate Institutions (HBGI) or Qualified Graduate Programs (QGP) by six applicants; therefore a program change burden hour increase of 96 has occurred, i.e. 16 average hours times six additional applicants.
