Abstract:
The Hours of Service Act specifies the maximum hours and conditions of proper rest for employees engaged in one or more critical categories of work. FRA uses the information collected to both monitor compliance with and to enforce these safety regulations. The proposed rule adds a new Subpart F, which would establish hours of service regulations for train employees of commuter and intercity passenger railroads. The information collected under the proposed rule will be used by FRA and its inspectors to ensure compliance with the Hours of Service Laws and this regulation.

The burden for this collection of information has decreased by 175,622 hours. The change in burden is due to one adjustment and over 20 program changes. Program changes increased the burden by 17,463 hours and adjustments decreased the burden by 193,085 hours. Overall, the burden decreased by 175,622 hours. ****Please see the answer to Question Number 15 of the Supporting Justification or the attached Supplementary Supporting document for an itemized breakdown. The current OMB inventory for this information collection shows a total burden of 3,707,346 hours, while the present submission exhibits a total burden of 3,531,724 hours. Hence, there is a burden decrease of 175,622 hours. There is no change in cost to respondents from the previous submission.
