Abstract:
This ICR covers unique reporting circumstances including (1) cross-lease netting in calculation of late-payment interest, which provides that an overpayment on a lease may be offset against an underpayment on a different lease; (2) designation of a designee, required by RSFA that when a payor makes royalty payments on behalf of a Federal lessee, the lessee must designate the payor as its designee and notify ONRR of this arrangement in writing; and (3) tribal permission for recoupment on Indian leases, which is required on Indian leases to recoup overpayments on one lease against a different lease.

We averaged our responses over the 3-year period since the last renewal to obtain an estimate of the annual burden hours. Actual inspection of our files shows that the number of responses has increased, and, correspondingly, the burden hours also have increased. Therefore, we have an adjustment increase of 36 hours.
