Abstract:
The proposed action establishes standards for hazardous air pollutant emissions from coal- and oil-fired EGUs. For all existing and new coal-fired EGUs, the proposed standards would establish numerical emission limits for mercury, PM (a surrogate for toxic non-mercury metals), and HCl (a surrogate for toxic acid gases). For all existing and new oil-fired EGUs, the proposed toxics rule would establish numerical emission limits for mercury, total metals, HCl, and HF. The proposed standards would establish work practices, instead of numerical emission limits, to limit emissions of organic air toxics, including dioxin/furan, from existing and new EGUs. The proposed work practice standards would require an annual performance test program for each EGU that would include inspection, adjustment, and/or maintenance and repairs to ensure optimal combustion. Compliance with the standards would be demonstrated through emissions testing, CEMS, continuous parameter monitoring, and/or fuel testing. Respondents would be required to submit one-time and periodic notifications and reports, and maintain records demonstrating compliance. The information collection activities will enable EPA to determine initial and continuous compliance with emission standards for regulated pollutants, and ensure that facilities conduct proper planning, operation, and unit maintenance. Records and reports required by the NESHAP are necessary to enable EPA to identify sources subject to the standards and to ensure that the standards are being achieved.
