Abstract:
In the Report and Order and Declaratory Ruling, FCC 07-186, CG Docket No. 03-123, the Commission adopted new cost recovery methodologies for various forms of telecommunications relay services (TRS), e.g. interstate traditional TRS, interstate STS, interstate CTS, and interstate and intrastate IP CTS, based on the MARS plan, which averages state intrastate compensation rates. The FCC is taking this action to ensure that providers of these services receive compensation that more accurately reflects their reasonable actual costs.

Short Statement:
The Commission has re-evaluated the assessment of the burdens for this information collection and determined there has been: a decrease in the number of responses of -1, from 5,211 to 5,210; and a decrease in annual hours of -15 hours, from 27,412 hours to 27,397. With this submission, the Commission examined and evaluated the numbers that were accounted for in this supporting statement. Therefore, the Commission used more concrete and precise numbers based on the National Exchange Carrier Association, Inc. (TRS Fund Administrator) December 2010 monthly report. The decrease in the annual burden hours is due to the decrease in the number of annual respondents for the STS annual reports on outreach efforts reporting requirement. There are no program changes.
