Terms of Clearance: 1. OSEP will work with the Institute of Education Sciences (IES) to ensure that future Personnel Development data collection contracts allow IES and its contractors to access the data collected. 2. OSEP will also ensure that future contracts will collect data on the following three measures: a) Of the scholars who graduate, the number and percentage of scholars who teach in high-need schools [as defined by (1) the Administrations 2010 ESEA reauthorization proposal or (2) high-need LEA as defined by Race to the Top, High-need LEA means an LEA (a) that serves not fewer than 10,000 children from families with incomes below the poverty line; or (b) for which not less than 20 percent of the children served by the LEA are from families with incomes below the poverty line.] b) Of the scholars who graduate, the number and percentage of scholars who teach in a school for at least three years. c) Of the scholars who graduate, the number and percentage who receive a positive teacher evaluation. 3. Upon reauthorization of the Elementary and Secondary Education Act and the Individuals with Disabilities Education Act, OSEP will resubmit the SDR form with new language reflecting ultimate Congressional action on this terminology in advance of the scheduled 3 year approval cycle. 4. By October 2011, OSEP will provide OMB with an update on the progress it has made on determining a methodology for collecting data on the measures above, what OSEP has learned from consulting with other ED staff working on personnel preparation programs, the status of the new Personnel Development contract (including whether the contract can be merged with other contracts that collect similar information for general education personnel programs), and what the preliminary analyses by the Data Quality Initiative staff have found.

Abstract: The data collection under this revision and renewal request is governed by the"Additional Requirements" section of the Personnel Preparation to Improve Services and Results for Children with Disabilities--Combined Priority for Personnel Preparation and Preparation of Leadership Personnel notice, published in the Federal Register on March 25, 2005 and by Sections 304.23-304.30 of the June 5, 2006, regulations that implement Section 662 (h) of the IDEA Amendments of 2004, which require that individuals who receive a scholarship through the Personnel Development Program funded under the Act subsequently provide special education and related services to children with disabilities for a period of two years for every year for which assistance was received. Scholarship recipients who do not satisfy the requirements of the regulations must repay all or part of the cost of assistance, in accordance with regulations issued by the Secretary. These regulations implement requirements governing, among other things, the service obligation for scholars, reporting requirements by grantees, and repayment of scholarships by scholars. In order for the federal government to ensure that the goals of the program are achieved, certain data collection, recordkeeping, and documentation are necessary. In addition this data collection is governed by the Government Performance Results Act (GPRA). GPRA requires Federal agencies to establish performance measures for all programs, and the Office of Special Education Programs' (OSEP) has established performance measures for the Personnel Development Program. Data collection from scholars who have received scholarships under the Personnel Development Program is necessary to evaluate these measures.

Short Statement: The online database for collection of data which has been developed since the 2008 IC request to OMB has enabled ED to calculate the burden more accurately. The increase in burden is primarily due to an increase in the total number of grantees and scholars/obligees in the SOTS. In addition, based on user experience reported to the ED contractor's Helpdesk, 10 minutes have been added to the estimate of burden for scholar recordkeeping outside the program, and the total time for completion of the forms was increased slightly by two to three minutes.
