Short Statement:
The Department is reporting a program change increase of 2,232,386 burden hours due to a new statute that resulted in increased respondents. The Health Care and Education Reconciliation Act of 2010 terminated the authority of lenders to make new FFEL Program loans effective July 1, 2010. As a result, all new subsidized and unsubsidized Stafford Loans (called Direct Subsidized Loans and Direct Unsubsidized Loans in the Direct Loan Program) will be made through the Direct Loan Program. Additionally, the costs included here are postage costs for respondents who do not respond electronically.
