Abstract:
This final rule complies with a statutory mandate under section 420 of the Rail Safety Improvement Act of 2008. The information collected under this final rule will be used by FRA to ensure that railroads operating camp cars comply with all of the requirements of this regulation in order to protect the health and safety of camp car occupants.

Short Statement:
This is a new collection of information associated with FRA's Final Rule that adds new Subpart E to Part 228. The total burden requested for this submission amounts to 1,057 hours. By definition, the entire requested burden is a program change. As noted in the answer to question 13 above, the total additional cost to respondents besides those delineated in answer to question 12 of this document is $15,820.20. This cost is also a program change.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
