Terms of Clearance:
It is essential that the FBI comprehensively implement, assess and improve its estimation and imputation routines for all of the Uniform Crime Reporting (UCR) components, including the ASR Arrest data, to ensure conformance with modern statistical practice and to make most effective use of partial-report data provided by participating agencies. As it promotes participation in the National Incident-Based Reporting System, the FBI must also more thoroughly document existing nonresponse and partial response in UCR series and examine barriers to fuller, voluntary response by law enforcement agencies. As conditions of this clearance, the FBI should (1) ensure that the Data Declarations and supporting text for the arrest tables in Crime in the United States, particularly the Table 29 national estimates, accurately describe which agenciesÂ’ arrest data are used in calculating reported totals and how data from partial-year respondents are handled; (2) include tabulations of numbers of months that ASR arrest data are reported by, at least, the city/county-population size groups currently reported in Crime in the United States Table 31 in the Methodology section of future Crime in the United States releases; and (3) report to OMB by May 2013 plans for improving the estimation and imputation procedures for the ASR arrest data collection and plans for securing fuller participation by agencies that are chronic nonreporters or partial reporters to the ASR arrest data collection.
