The Notice of Proposed Rulemaking (NPRM) that is associated with this request, if adopted, would result in a reduction in the burden hours. This program change would primarily be due to the proposed addition of several new measures in the NPRM and FTA's proposal to simplify methods of data collection and data estimation.

The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
