In accordance with 5 CFR 1320, OMB considers this collection to have been improperly submitted. OMB notes that the 1890 Cooperator form has been discontinued but that this discontinuation is not explained in the Supporting Statement. Further, USDA notes that several other forms have been altered but does not explain in what way they have been altered or for what purpose. There is therefore insufficient information for OMB to evaluate this request. Please correct this and resubmit the package when ready.

Short Statement:
There is an adjustment which increases the total burden hours by 2,376 and the number of responses by 1,150 due to the increase in the total number of applications NIFA receives. There is also a program change to discontinue the 1890 Cooperator form thus reducing the burden by 141 hours. While there are some minor form changes they neither add nor decrease significantly to the overall burden of completing the individual form.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
