Abstract:
Info. that the vessel owners and charterers are required to submit to the Coast Guard in order to determine the eligibility of vessels for documentation and eligibility to engage in a particular employment. The Coast Guard is required to record bills of sale and data pertaining to mortgages. Vessels greater than 5 net tons are affected.

The change in burden is an ADJUSTMENT due to a change (i.e., increase) in vessel population. This change may be due to normal fluctuation in the documented fleet of vessels, or due to recent the migration to the MISLE database from the legacy Marine Safety Information System (MSIS) database.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
