There is no revision to this collection. It should have been submitted as an extension without change to a currently approved collection. OSC is approved for this collection with the following terms of clearance: When presenting any results in any form, OSC must provide a strong caveat about interpreting findings. Due to the low response rate and lack of geographic diversity among respondents, these results are not generalizeable and should not be considered nationally representative estimates. For the future, OSC should consider ways to improve response rates and measure nonresponse bias in order to measure the representativeness of the survey and thereby increase its utility.

Abstract:
This electronic form is used to meet the statutory requirement for OSC to conduct an annual survey to determine appraisal of rights, success at OSC or MSPB, and satisfaction with treatment at OSC. Here we are requesting, with no changes, a three year renewal of the electronic form. In the future, we hope to add a section to the survey to cover Whistleblower Disclosure closed cases.

Short Statement:
Although the percentage of respondents to the Annual Survey has remained the same, when we switched from a paper survey to an all-electronic survey, the actual number of participants went down. However, from year to year, the number is stable at 311, or 312. The burden change was made to be 20 minutes per survey respondent.
