This collection is a reinstatement of a previously approved information collection resulting in a program change of 5,569 burden hours. APEC II includes several objectives addressed in APEC-I, but expands on that study via (1) State-level modeling and (2) the inclusion of a recently introduced provision, the CEO, in the SY 2012-13 national estimate of erroneous payments.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
