Terms of Clearance: This collection has been approved for one year. Prior to renewal, the National Marine Fisheries Service will explore opportunities to reduce burden with respect to the corresponding collection in the Fish and Wildlife Service. In addition, item #8 in supporting statement part A should be revised to include consultation with persons outside the agency on burden estimates and other aspects of the collection.

Short Statement: Adjustment: Although we did not in fact have an average of an additional 2 new applicants/applications per year in the past three years, the most recent numbers do suggest an additional 2 per year. With an additional 2 respondents and responses per year (new applicants/applications) estimated, the average burden has been adjusted upward from the previously approved 112 hours to 114 hours, and respondents and responses from the previously approved average of 56, to 57.
