The change in burden is an ADJUSTMENT due to a change in vessel population. There is no proposed change to the recordkeeping requirements of this collection. The recordkeeping requirements, and the methodology for calculation burden, remain unchanged. The following items listed below are changes to the collection: Increase in burden (respondents/responses/burden hours) is due to a change in the vessel population.
