Terms of Clearance:
In accordance with 5 CFR 1320, this collection is approved for a period of three years. OMB notes that the associated form Manager's Bulletin has been in use without PRA appoval since 2005. The burden hours associated with this form are due to a violation of the PRA; however, because of technical limitations in ROCIS, we are unable to correctly characterize them as such and they have been listed as a change due to program discretion. USDA should count these hours as a PRA Violation in any recordkeeping and reporting that it performs.

Abstract:
To provide procedures under which FCIC will provide a final agency determination in response to an inquiry regarding the interpretation of any provision of the Federal Crop Insurance Act or any regulation promulgated thereunder, or on the written interpretations of FCIC procedures that are not covered by the regulations (e.g., procedures in handbooks, manuals memoranda, and bulletins). If RMA does not meet the established deadlines the requesters interpretation will be considered correct.

This revised submission reflects a program change increase of 45 responses and 405 burden hours for the inclusion of the Managers Bulletin. The 322 burden hour increase adjustment is a result of re-evaluating the time needed to submit the final agency determination. After reviewing requests received over the past 3-years, there is an adjustment decrease of 106 responses.
