Abstract:
A Declaration of Inspection (DOI) is used as an instrument to document the transfer of oil and hazardous materials, to help prevent spills and damage to a facility or vessel. Persons-in-charge of the transfer operations must review and certify compliance with procedures specified by the terms of the DOI.

The change in the burden is an ADJUSTMENT. There is no proposed change to the recordkeeping requirements of this collection. The recordkeeping requirements, and the methodology for calculating burden, remain unchanged. The following items listed below are changes to the collection: Decrease in burden (i.e., burden hours) is due to a change in the vessel population. Updates are provided for cost burden associated with this collection of information. The Coast Guard has created printable instructions for this collection of information.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
