Abstract:
This information collection involves applicant submission of biometric and biographic information for TSA's security threat assessment in order to obtain the hazardous materials endorsement (HME) on a commercial drivers license (CDL) issued by the U.S. States and the District of Columbia. This collection supports the implementation of section 1012 of the USA PATRIOT Act (Pub. L. 107-56, 115 Stat. 272, 396, Oct. 26, 2001), which mandates that no State or the District of Columbia may issue a HME on a CDL unless TSA has first determined the driver is not a threat to transportation security.

Short Statement:
The program has been in operation for five years, and is using actual data to predict the future burden. Prior reporting and cost burdens were based on estimates prior to program launch. The result is a decreased burden estimate. Also, there were a few new items added to the application; we believe the burden associated with an applicant providing this information is minimal. The purpose of the changes to the application will reduce the processing time for threat assessments.
