Abstract:
Framework Adjustment 48 to the NE Multispecies FMP proposes to exempt sector vessels targeting monkfish from the additional at-sea monitoring coverage necessary to monitor groundfish catch. This measure is intended to allocate limited at-sea monitoring resources to monitor those trips that catch the most groundfish. To implement this measure, NMFS is requesting a change to the 0648-0605 information collection to add a question to the pre-trip notification and NEFOP notification to allow fishermen to indicate what fishery they intend to participate in. This change is necessary to identify trips that may qualify for this exemption, in order to deploy observers and at-sea monitors appropriately to achieve the coverage levels required by the FMP.

Short Statement:
Program Changes The Gulf of Maine Sink Gillnet Pilot Program, originally included in Amendment 16, which would have necessitated a Letter of Authorization, was not approved as part of the final rule. Therefore, this requirement has been removed from the information collection, causing a decrease of 980 responses, 81 hours and $245. In addition, in an attempt to consolidate reporting requirements that are mandated by the NE multispecies regulation, some requirements were moved out of the OMB Control No. 0648-0202 collection, and into this collection: Days-at-Sea Transfer Program: 1,400 responses, 116 hours and $1,540 Expedited Submission of Proposed SAPs: 1 response, 20 hours and $2, and NAFO Reporting Requirements: 50 responses, 8 hours and $0. This added a total of $1,451 responses, 144 hours and $1,542. Monitoring system for discards: With a coverage rate of 20% of sector trips, and assuming that the estimated number of trips is taken by sector vessels (25,000 trips), sectors would have to process 5,000 dockside monitor reports. For the first year of the program, the percentage was 50, to be decreased thereafter, annualized to 30% over the first three years). This change in coverage rate results in a decrease of 2,500 reports to be processed and 125 hours. VMS Trip Catch Reports (Broad Stock Requirements) decreased from 134 vessels, 2,500 reports and 625 hours to 105 vessels, 1,100 reports and 275 hours and due to the change, costs decreased by $1,103. Dealer reporting: For the anticipated 25,000 NE multispecies trips, at most, 20% of trips will be monitored annually, for a total of 5,000 trips annually This same decrease in coverage rate as above resulted in an annual decrease of 7,500 reports at 3 minutes each, or 250 hours and $750.. Net total program changes: A decrease of 10,929 responses, 662 hours and $556. Net total adjustments: Increases of 1,309,159 responses, 2,691 hours (rounded up to 2,692 in ROCIS) and $801,983.
