Burden at the time of merging 0581-0005 and 0581-0154 shows a program increase of 126,420 responses and 10,447 burden hours. However, when merging these two ICR's respondents/responses were updated along with the renewal updates for 0581-0033. The combination of these adjustment actions was a -74,119 decrease in responses and a decrease of -13,699 burden hours for a net result increase of 52,301 responses but a reduction of -3,252 burden hours.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
