Abstract:
Permits are required for persons to participate in Federally-managed fisheries off the West Coast. The permit application forms provide basic information about permit holders and the vessels and gear being used. This information is important for understanding the nature of the fisheries and provides a link to participants. It also aids enforcement of regulations. This request adds information for verification of the existing citizenship requirement for this permit, as well as the plan for online submission through the National Permit System.

Annual HMS permit responses have remained about the same, with only a slight decrease of 34 permits, with other response categories remaining the same. There is an associated decrease in burden of 4 hours. Due to fewer responses, but mainly due to the anticipated use of the online permit application through NPS (approved under a 2012 change request), the reporting/recordkeeping cost has decreased by $1,192.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
