Short Statement:
This is a revision to an approved information collection resulting in a decrease in the number of respondents and responses (2400 to 2000) and burden hours (561 to 287). The decrease in respondents and responses is due to a change in the affected public. Initially NAD had individuals/households, farms, businesses, and not for profits. NAD realized that when we send the survey it is addressed to the individuals not a business or farm and more than likely, we overestimated the number of respondents. So, therefore, we are changing the affected public to individuals/households only. The burden hours decrease due to changing the per response time from 20 minutes to 10 minutes. A statistical review revealed respondents took an average of 10 minutes to complete the survey and not 20 minutes.
