Abstract: In accordance with the Wild Free-Roaming Horses and Burros Act (16 U.S.C. 1331-1340) and the regulations at 43 CFR part 4700, the BLM collects specific information from individuals in order to determine if applicants are qualified to adopt wild horses and burros, to determine whether or not to grant requests for replacement animals or refunds, and to make other arrangements for aniamls' care when an adopter wants to terminate a private maintenance and care agreement.

Short Statement: There are no program changes. We adjusted the estimated number of responses for the Applications for Adoption of Wild Horses or Burros downward, from 14,000 to 7,000 annually. The adoption demand for these animals has decreased, and this decrease reflects the number of applications we have received annually in each of the last three years. We also adjusted the estimated time per response for Applications for Adoption, from 30 minutes to 10 minutes, in view of our consultations with respondents. We adjusted the estimated number of responses for the Request to Terminate Private Maintenance and Care Agreement downward, from 320 to 99 annually, in reflection of the average number of such requests that we have received each of the last three years. It is likely that this decrease in the number of such requests is due to the decrease in the number of adoptions in the last three years. We adjusted the estimated number of responses for the Request for Replacement Animals or Refund, from 120 to 13 annually, in reflection of the average number of such requests that we have received each of the last three years. It is likely that this decrease in the number of such requests is due to the decrease in the number of adoptions in the last three years. We also adjusted the estimated time per response from 30 minutes to 15 minutes, in view of our consultations with respondents.
