Abstract:
In order to comply with the regulations set forth in 6 CFR ยง 27.230(a)(12), the CFATS Personnel Surety Program identifies facility personnel, and as appropriate, unescorted visitors with access to restricted areas or critical assets at high risk chemical facilities with terrorist ties by comparing the PII submitted by each high-risk chemical facility to the consolidated and integrated terrorist watch list.

Short Statement:
The CFATS Pesonnel Surety Program is a new collection. Section 550 requires that the Department establish risk-based performance standards (RBPS) for high-risk chemical facilities and under CFATS the Department promulgated 18 RBPS. Each chemical facility that has been finally determined by the Department to be high-risk must submit a Site Security Plan (SSP), or an Alternative Security Program (ASP) if the facility so chooses, for Department approval that satisfies each applicable RBPS.
