Short Statement: The increase in burden from the most recently-approved ICR is due to adjustments in the number of new or modified sources and updated labor rates. This ICR accounts for the industry growth since the last ICR renewal period and uses updated labor rates from the Bureau of Labor Statistics to calculate burden costs. Additionally, the capital/startup and O&M costs as calculated in section 6(b)(iii) have been corrected to reflect initial performance tests as a one-time capital/startup costs, rather than ongoing O&M costs. This results in an increase in capital costs, and a corresponding decrease in O&M costs.
