Short Statement: The burden for this information collection has decreased by 20,404 hours from the last approved submission. The decrease in hours is due solely to adjustments. Specifically, the table in question number 15 of the attached Supporting Justification lists all changes in estimates. Adjustments listed in the table decreased the burden by 20,404 hours and decreased the number of responses by 35,770. The current OMB agency inventory for this information collection exhibits a total burden of 59,432 hours, while the present submission reflects a total burden of 39,028 hours. Hence, there is a total decrease in burden of 20,404 hours. The cost to respondents has decreased by $216,000 from the previously approved submission. This change in cost is due to the fact that railroads (previously estimated at 18 railroads) have now the rule's required established electronic recordkeeping systems. This was a one-time cost then has now been fulfilled. This change in cost is an adjustment.
