Abstract:
The Large Pelagic Fishing Survey consists of dockside and telephone surveys of recreational anglers for large pelagic fish (tunas, sharks, and billfish) in the Atlantic Ocean. The survey provides the National Marine Fisheries Service (NMFS) with information to monitor catch of bluefin tuna and marlin. Catch monitoring in these fisheries and collection of catch and effort statistics for all pelagic fish is required under the Atlantic Tunas Convention Act and the Magnuson-Stevens Fishery Conservation and Management Act. The information collected is essential for the United States (U.S.) to meet its reporting obligations to the International Commission for the Conservation of Atlantic Tuna (ICCAT). This revision seeks to increase the annual Large Pelagics Telephone Survey (LPTS) target sample size from 10,780 to 15,900 interviews to improve survey precision. To address potential non-response bias, this action also seeks to expand the non-response follow-up survey to the LPTS to cover the Southeast region (currently the Northeast is covered for non-response survey). Other changes include additional questions to the LPTS survey instrument, reducing the estimated Large Pelagics Biological Survey sample size from 1,500 to 1,000 interviews, and dropping the Large Pelagics Headboat Survey component.

Short Statement:
Program Changes 1) Elimination of the Large Pelagics Headboat Survey (LPHS) component results in an annual reduction of 90 unduplicated respondents, 870 responses, and 82 burden hours. 2) Large Pelagics Telephone Survey changes a. Addition of up to five questions to the Large Pelagics Telephone Survey. b. Expansion of the LPTS non-response follow-up survey to cover all regions (previously only conducted in the Northeast from Maine through Virginia). c. Increasing the Large Pelagics Telephone Survey target sample size from 10,780 to 15,900 for both the Northeast and Southeast combined. d. LPTS changes combined (2a, 2b, 2c above) will result in an estimated annual increase of 3,871 unduplicated respondents, 5,120 responses, and 1,247 burden hours. 3) Reduction in the Large Pelagics Biological Survey annual sample size from 1,500 to 1,000 will result in an annual decrease of 500 responses and 8 burden hours.
