Short Statement: The change in burden is due to an adjustment by the respondents. There is a decreased adjustment to the annual reporting and recordkeeping hourly burden of 454 hours. This decrease is the result of a change to the level of environmental documentation EPA anticipates the operators (respondents) will submit as well as an anticipated decrease of operators submitting documentation.
