Abstract:
The USDA Agricultural Mediation Program (AMP) is mandated by Subtitles A and B of Title V of the Agricultural Act of 1987 (Pub. L. 100-223), as amended. Under the program, USDA make grants to state-designated entites that provide mediation to agricultural producers, their lenders and others directly affected by the actions of certain USDA agencies.

Short Statement:
Specifically, the total of 1120 hours was removed from this collection, and the total of 288 hours are added to this collection. FSA explained the program/adjustment changes below. The total reduction in this collection is 830 (1120 hours-288 hours). • Request for Certification – stated that each year all 36 State-Certified Mediation Programs will be requesting certification. Certification is requested and provided at the initial application to receive this grant. There have been no new requests for certification in several years, and FSA is not expecting any additional new requests in the foreseeable future. Therefore, the 210 hours associated with the Request for Certification were removed in this request. • Eligibility criteria for amount of grant requested – the Re-Certification of Approval was in previous request, and the 70 hours associated with this collection were removed. • Reporting requirements and Audit report – these collections far exceeded the actual reporting and auditing requirements. FSA collects information through a mid-year and annual report as provided in question 2. In addition, FSA eliminated the quarterly reporting requirement. The Reporting Requirement was previously 280 hours, and the Audit Report was previously 560 hours equal so the total burden hours reduction was 840. This replaced by the "Annual Report"-144 hours and "Mid-Year report"-36 hours that are in this request in the total hours of 180. • Lastly, FSA is adding 108 hours for State-Certified Mediation Programs request by submitting Request for Advance or Reimbursement (the SF-270) that was not included in previous request.
