Abstract:
This information is needed to ensure that: (1) certain US vsls develop and maintain a waste plan; (2) certain US vsls maintain refuse discharge records; (3) certain individuals that act as fuel transfer PIC receive a letter of instruction for prevention of pollution; (4) certain Great Lakes vessels conduct dry cargo residue recordkeeping.

Short Statement:
The change (i.e., increase) in burden is a PROGRAM CHANGE due to the DCR Final Rule. The rule will continue to allow non-hazardous and non-toxic discharges of bulk DCR in limited areas of the Great Lakes. However, vessel owners and operators will need to minimize DCR discharges using methods they will be required to document in DCR management plans.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
