Abstract:
NRC is required to collect nuclear material transaction information for domestic safeguards use and make it available to the International Atomic Energy Agency (IAEA). Licensees use Form 741 to make inventory and accounting reports for certain source or special nuclear material, or for transfer or receipt of 1 kilogram or more of source material. This form enables NRC to collect, retrieve, analyze, and submit the data to IAEA to fulfill its reporting responsibilities.

Short Statement:
There has been an overall reduction in the burden for this collection by 8,116 hours from 20,616 to 12,500 hours. Even though there has been an increase in the hourly rate from $259/hour to $272/hour, changes in the nuclear industry has resulted in a sizable reduction to the overall burden of this collection. In particular, two large fuel cycle facilities ceased operations; each of which was responsible for a large number of forms per year. Additionally, approximately 45 small licensees have either ceased operations or removed their nuclear material holdings therefore eliminating their reporting needs. Finally, the nuclear industry overall has made great improvements in nuclear materials reporting and has reduced the need to submit reports to document minor editorial corrections.

Description/Changes for Common Form Usage:
This information collection request will also categorize this form as a common form. Once the OMB approves the use of this common form, all Federal agencies using the form may request use of this common form without additional 60- or 30-day notice and comment requirements. At that point, each agency will account for its number of respondents and the burden associated with the agency’s use. Form 741 is used by both NRC and the DOE. NRC provides the form and instructions to all affected licensees, who must submit reports in computer readable format. Once submitted by licensees, information from these forms is saved in the NMMSS. Common reporting forms are used to minimize the reporting burden on industry members required to provide regulations or contractual obligations. The licensee is thus able to file one report to meet the requirements of both agencies. Compliance with specific reporting requirements is monitored by the agency for which the specific data are required.
