Short Statement: The change in burden is an ADJUSTMENT due to change (i.e., decrease) in the estimated annual number of responses. The change in respondents and responses is due to a change in the way we pull data from the Coast Guard's MILSE database. A revised data query was used to eliminate double counting of the certificates that we issue. The methodology for calculating burden remains unchanged. The recordkeeping requirements remain unchanged.
