Abstract:
This is a non-substantive change request. Some additional questions have been added to the ARMS 1, ARMS 2 and Vegetable Chemical Use questionnaires. These changes are for adding clarity and improving the data series. Annually, the ARMS and Chem Use programs are adjusted to keep up with changes in the farming community that impact the data collected by NASS. In addition NASS will be suspending the collection of data by the ARM 3 questionnaire in 2015 since similar data will be collected on farm economics by the TOTAL survey (0535-0240).

Short Statement:
This non-substantive change is due to the suspension of one survey in 2015. The economic data that would have been collected by this survey will be replaced by another survey included in the TOTAL docket 0535-0240. In 2016 the ARMS 3 survey will be returned to it's normal data collection cycle.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
(a) It is necessary for the proper performance of agency functions;
