Abstract:
In Docket RM14-1 the Commission approves Reliability Standard EOP-010-1. The North American Electric Reliability Corporation (NERC), the Commission-certified Electric Reliability Organization (ERO), submitted the proposed Reliability Standard for Commission approval in response to a Commission directive in Order No. 779. The Reliability Standard is designed to mitigate the effects of geomagnetic disturbances (GMDs) on the Bulk-Power System by requiring responsible entities (reliability coordinators and transmission operators) to implement and maintain Operating Plans and Operating Procedures or Processes.

The new burden is the result of the requirements to develop and maintain GMD operating procedures and processes. The Commission finds these requirements necessary to ensure that responsible entities have Operating Plans and Operating Procedures or Processes in place to mitigate the effects of geomagnetic disturbances on the Bulk-Power System.
