Short Statement: The new burden is the result of the requirements to develop and maintain GMD operating procedures and processes. The Commission finds these requirements necessary to ensure that responsible entities have Operating Plans and Operating Procedures or Processes in place to mitigate the effects of geomagnetic disturbances on the Bulk-Power System.
