This ICR is approved as a one-time collection. OMB is concerned about the availability of representative lead-based paint prevalence (LBPP) data for public and commercial buildings that will be needed, in combination with the data to be collected in this survey, to estimate lead exposure as a result of renovation activities, in both the baseline and after the promulgation of any new requirements. OMB understands that EPA intends to use residential LBPP data from the HUD National Survey of Lead and Allergens in Housing and American Healthy Homes surveys, adjusted to reflect known differences (eg, vintage, substrate type) between residential and public/commercial buildings, to the extent such data are available. OMB encourages EPA to also consider other approaches for further enhancing and/or validating the representativeness of its LBPP data for public and commercial buildings. With regards to the data to be collected by this ICR, OMB expects that subsequent use of these data in a regulatory context will include a detailed analysis of survey results, including measures of data quality such as cumulative response rates, item non-response rates for each questions, and survey break-off rates.

Abstract:
This ICR covers a one-time survey of construction contractors, property managers and lessors, and building occupants about renovation, repair, and painting (RRP) activities in public and commercial buildings (P&CBs). This information will allow EPA to predict a baseline for the incidence of different types of RRP activities that disturb lead-based paint in P&CBs, the methods that are used to conduct these activities, the work practices that are used to contain and clean the resulting dust, and the characteristics of the buildings. EPA will use this information to estimate the resulting exposures to lead dust, which will inform Agency decision making about the need for and scope of potential regulatory or other actions to reduce exposures to lead dust from RRP activities in P&CBs. If EPA determines that a regulation is needed, the Agency will use this data to assess the incremental benefits and costs of potential options to reduce such exposures. If this survey is not conducted EPA would have to rely on assumptions, anecdotal information, or information collected from convenience samples, rather than calculating nationally representative parameter estimates from a probability sample. Information will be collected using telephone and online survey instruments, the information collection will be a one-time data collection, and participation will be voluntary.
