Abstract:
The information collection request and the information collection contained therein are used by Departmental management to exercise management control and oversight of patent matters, management and operating (M&O) contractors of DOE's Government-owned contractor-operated (GOCO) facilities, and off-site contractors. The contractor management oversight and control function concerns the ways in which DOE contractors provide goods and services for DOE organizations and activities in accordance with the terms of their contract; the applicable statutory, regulatory, and mission support requirements of the Department; and regulations in the intellectual property area.

Short Statement:
The OMB reporting inventory for FY '11 and FY '12 was for 1832 annual respondents and 15,358 annual burden hours for each year. There were changes in the inventory for both FY '13 and FY '14. For this reason, the average inventory over the last two years was used to estimate the requested annual number of respondents and annual burden hours. Using the average from FY '13 through FY '14, the reduction in the annual number of respondents is 171 and the reduction in the annual burden hours is 1,877. The difference is primarily due to fewer invention disclosures and patent waiver requests received during FY '13 and FY '14.
