Short Statement:
1. The previous collection was based on anticipated submittals. The actual submittal of implementation and planning grants was less than anticipated. Accordingly, the collection has been adjusted to reflect the actual submittals of approximately 25 and 50 submittals respectively. 2. HUD form numbers that were given to forms after the prior collection approval have been added to the relevant documents. 3. The NOFAs continue to focus on evaluating eligibility, capacity, need, plan/strategy, soundness of approach, and match/leverage. Adjustments have been made to reflect the way information is organized/titled. 4. The prior approval for information collection was for the NOFAs/applications since the program was just beginning. Now, under "Non-NOFA Collections," documentation related to program management and reporting has been added. 5. These adjustments equate to 3,060 additional burden hours requested

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
