Abstract:
This certification is required to determine whether an importer is entitled to duty-free entry for goods which are: 1) the growth or product of a U.S. insular possession, or 2) Caribbean Basin initiative imports. A Final Rule was just published to eliminate the CBP Officer's signature from Form 3229.

Short Statement:
The burden hours were decreased from 814 to 746 hours as a result of the removal of the CBP officer's signature in accordance with the Final Rule, published on February 11, 2015 which decreased the time per response from 22 minutes to 20 minutes.

The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
