Abstract:
EEOC regulations require Local Referral Unions with 100 or more employees to collect and retain in their records demographic information about their employees, and report this information to EEOC biennially in even-numbered years. EEOC uses this information to enforce civil rights laws.

Short Statement:
The increase in burden hours is due to the changes made to the race and ethnicity categories on the EEO-3 report (Form 274) to conform to OMB's Revisions to the Standards for the Classification of Federal Data on Race and Ethnicity (October 30, 1997) (Revised Standards), as applied in OMB Bulletin No. 00-02, Guidance on Aggregation and Allocation of Data on Race for Use in Civil Rights Monitoring and Enforcement. The proposed revised form includes the following race and ethnicity categories: Hispanic or Latino; White; Black or African American; Asian; Native Hawaiian or Other Pacific Islander; American Indian or Alaska Native; and Two or More Races. The revised form has more cells than the prior version, and we estimate that the report will therefore take longer to complete, resulting in the increase in time burden.
