Abstract:
This Plan describes the CCDF program to be conducted by the State for the period 10/1/2012 to 9/30/2013. As provided for in the applicable statues and regulations, the Lead Agency has the flexibility to modify this program at any time, including changing the options selected or described herein. Date: December 2, 2014 To: Robert Sargis From: Rachael Schumacher Director, Office of Child Care Subject: Request Office of Management and Budget Emergency Clearance of the CCDF 2016-2018 State and Territory Plan Preprint This is a request to the Office of Management and Budget (OMB) for emergency clearance of the FY 2016 – 2018 Child Care and Development Fund (CCDF) State/Territory Plan Preprint. The States and Territories must submit their 2016-2018 CCDF three-year Plans on July 1, 2015 in order to receive funding for FY 2016, and the plans are effective October 1, 2016. Normally the Office of Child Care (OCC) would have published the first 60-day Federal Register Notice (FRN) in September 2014 and the second 30-day FRN in February 2015. However, the process was placed on hold pending the outcome of the Child Care and Development Block Grant (CCDBG) reauthorization. The President signed the CCDBG reauthorization into law on November 19, 2014. The law makes significant advancements by defining new health and safety requirements for child care providers (including background checks, unannounced visits, and training), establishing family-friendly eligibility policies that promote continuity of care, and ensuring parents and the general public have transparent information about the child care choices available. Given the delay caused by reauthorization, OCC will be unable to comply with the regular Paperwork Reduction Act clearance process that calls for two Federal Register notices and comment periods. According to 5 CFR Part 1320.13(a)(2), an agency may seek emergency clearance if the normal clearance procedures are reasonably likely to prevent or disrupt the collection of information. We are therefore requesting permission to announce a single 30 day comment period for the Plan Preprint according to the following schedule: Late-January Publish revised draft in Federal Register for 30 day comment period. Comments will be sent to OCC to allow for timely preparation of final draft for submission to OMB (below). Mid -March Submit final draft and supporting statement for OMB clearance. We are asking for an expedited review by OMB to ensure dissemination of the final version by mid-April (below). Mid-April Publish and disseminate final version after receiving OMB approval. We are requesting a response from OMB by January 15, 2015 regarding our request for emergency clearance. This would give us time to give advance notice to States about this year’s timeline and to complete the draft and prepare the for the 30 day FRN review.
