Abstract:
Any discharge of oil or a hazardous substance must be reported to the National Response Center (NRC) so that the pre-designated on-scene coordinator can be informed and appropriate spill mitigation action carried out. The NRC also receives suspicious activity reports from the public and disseminates the info to appropriate entities.

The change in burden is an ADJUSTMENT due to a change (i.e., decrease) in the number of NRC reports received by the Coast Guard. It is unknown why we have seen a large decrease in the number of annual responses. The reporting requirements, and the methodology for calculating burden, remain unchanged.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
