Abstract:
Vessels issued Atlantic sea scallop fishery permits are required to provide certain information and submit specific forms to enable effective management of the scallop fishery and vessel owners to complete transactions with other scallop permit holders. The collection requirements under OMB Control No. 0648-0491 enable successful implementation and administration of components of the Fishery Management Plan (FMP). Currently, vessels fishing for scallops in scallop rotational access areas (access areas) are required to submit daily reports of scallops kept and yellowtail flounder caught through the vessel monitoring system (VMS). Under Amendment 15 Atlantic Sea Scallop Fishery Management Plan (Scallop FMP), the National Marine Fisheries Service (NMFS) proposed to expand the daily catch reporting requirement to scallop trips in all fishing areas. We are revising this collection to incorporate additional reporting requirements for limited access scallop vessels, as proposed in Framework Adjustment 26 to the Atlantic Sea Scallop FMP.

Short Statement:
This revision includes the following adjustments and program changes: Adjustment: The respondent numbers are revised from 620 to 647, reflecting greater confidence in the actual unduplicated permit holders. Program Changes: The VMS pre-landing notification form requirements has been expanded to include limited access vessels fishing on access area trips and on certain open area trips. The requirements have been removed for access area broken trip adjustment sheets and trip termination and compensation trip identification. These previous reporting requirements are replaced by the new VMS pre-landing notification requirement for limited access vessels on a scallop access area trip.
